Khalifah Umar ibn Abd al-Aziz (rh) said:
كَانَ يُقَالُ إِنَّ اللَّهَ تَبَارَكَ وَتَعَالَى لاَ يُعَذِّبُ الْعَامَّةَ بِذَنْبِ الْخَاصَّةِ وَلَكِنْ إِذَا عُمِلَ الْمُنْكَرُ جِهَارًا اسْتَحَقُّوا الْعُقُوبَةَ كُلُّهُمْ .
“It was said that God, Blessed and Sublime is He, does not punish the many for the wrongs of a few. That is only the case, however, if the sin is not committed openly. If it is, then they all deserve punishment.”
